Hrmm... tough choice here. Pure story-wise, it's PS:T, but BG2 has an up on having both more mods, better combat, and a larger number of interesting NPC's.
Fallout 1/2 was fun, but lacked depth in story and NPC's.

Just so everyone's sure: We're speaking about unmodded games here. More mods does not make a vanilla game better, it adds to its replay-value

no, its the gameplay
and for the cheats they r more bugs than cheats
2 different endings,i like the lightside one better.

A difficult choice to say which is the best, but as for me...
Planescape Torment is the top RPG I have ever seen.
KOTORs are fine, (very enjoyable and replayable both of them), Baldurīs Gate series is a classic, but for me, the RPG revolves around the stories of the characters and nowhere else have I seen NPCs that would even get close to those in PST. (course, talking Vanilla here )

VtM: Bloodlines is my vote and it didn't win by much to my favorites of Fallout 2 and BG2. The deciding factor was the soundtrack was perfect for that game setting. The story was good, the world was just awesome to explore. Graphics were great, I can only imagine that game on the final release of Source Engine like Half Life 2 got. I find myself replaying Bloodlines constantly. A shame Troika is no more and neither is the Masquerade setting.

Baldur's Gate. It brought back memories of the good old PnP games me and my friends used to play. Its not overkill like BG2 is, with the levels you advance up, items, monsters, etc. BG1 kept it simple and close to the AD&D rules.

Seconded. However I had to vote for BG2, but it won my heart by an almost insignificant margin. The atmosphere, the voice acting, the dialogs, the music, the replayability = winner. I think I finished unmodded (except the Baldurdash fixpacks) BG2 5 or 6 times.VtM: Bloodlines is my vote and it didn't win by much to my favorites of Fallout 2 and BG2. Bloodlines is just... Awesome. While I am saddened the Masquerade setting is no more, I still wish to see a similar RPG in the Requiem setting with the Unreal Engine 3.

Ah damn, I should have readed some posts before voting 
I voted for Morrowind- MODDED Morrowind, but since that doesn't count after all, I would have voted for BG2 and Fallout 2 (try to stop me from choosing two games
)
Actually, all of the listed games I would count as best, since I got almost all these games and love all of them.
Anyway, I would have say its BG2+TOB after all.

- Vampire Masquerade: Bloodlines
- Baldurs Gate: Throne of Bhaal

- Neverwinter Nights 2
- Deus Ex (just the original one)
The unmodded Neverwinter Nights does not make the list, as I got so bored with the original campaign that I never actually finished it. However, if anyone fancies letting off some steam by playing a module for it that allows you to be REALLY evil (and intelligently evil rather than just the "evil means killing everything" kind), then if I were able to vote on mods then the "Bastard of Kosigan" series available over on the NWN Vault website is absolutely fantastic - but not for the faint hearted! A pity they only translated the first two from French...

Fallout - a very good recreation of the tabletop roleplaying experience on PC. I love it because of its GURPS roots, choices that really matter, character creation that really influences the gameplay. Also I like i's future of the 50s setting with Gotham-style art deco necro err... metropolis in ruins, Corvegas, unique firearms, Power Armor, etc.
