Can anyone please tell me where is this Abbot Qualton ? I have to confront him with the letter from Garroten town, but he's nowhere to be found...

Go into the temple in Restenford. Look at the doorway on the left wall. Go inside to the other room (looks like most rooms in Athlatka). He is standing in that room.
