It was meant to be used in the ToB part of the romance which, sadly enough, never was completed.

It's not being worked on. The people that decided to work on it had some disagreements and misunderstandings and the project was dropped pretty much before it started. Sorry to be the bearer of bad news.
I was going to have a sidequest in Throne of Bhaal where you would get a focus crystal which would allow the weapon to get crafted into a fairly nice weapon... I was even going to come up with some choices like short sword, hammer, etc... so that's what the plan was.
