Where can I find it?  All links on websites I see are dead, and I need it to extract some custom spell files i have downloaded that aren't formatted to be put directly in override.    The current spell editor I have (spell workshop) will load internal spells so they  can be put in override, but will only extract from the game, i can't get it to load these files in a random folder.

If you got tbg or iap files, then DLTCEP might be able to import them.

They are in tbg, and DLTCEP says it does not support them. I don't know why, it just doesn't work.  I keep getting an error that the editor can't load MORALEAI.ids.  I have no idea what that even does or where it is.

You can ignore the MoraleAI.IDS. It's technically supposed to be in the game, but was never provided. The best way to get past it is to create a blank, fake .IDS file by that name.
As for your old spells, DLTCEP doesn't handle the really old versions of the .tbg files. You can grab IEEP which has the old spellmaker inclusive in it: Here.
