When they are destroyed they mostly merge with the Planes, yeah.

That would give most evil petitioners "afterlife expectancy" of about half an hour.

Some eternal punishment...

Most evil petitioners don't die *that* fast, many last longer than they did in their orignial lives. Even if they did, the planes don't exist to do anything in particular. The lower planes don't exist to punish anyone. Most evil petitioners aren't exactly happy, but they agree with how things work in thier plane, and wouldn't have it any other way.

Most beings lose all memory of thier former existance when they become petitioners. In effect they start over and try to do what petitioners of that plane/realm do, then eventually merge with the plane. There are always exceptions however.

Gods usually bring their worshippers to their realms, and can restore the memories to petitioners.

Beings that don't worship, or don't believe/acknowledge any divine power in particular just go the the plane of their alignment.

To be reborn as a petitioner, a being has to believe in something. It doesn't have to be any god, power, or divine being. It can be as simple as believe in themselves.

The rare being who believes in utterly nothing is commonly though to simply fade away. Not even a god can save one who denys his/her/its own existance and lacks any will to continue on. This view is partialy correct (see information about Ahriman, in the "Guide to Hell").

Not really unable, but totaly unwilling to.

Not if they're from the Forgotten Realms. Such people end up in the Crystal Spire, Kelemvor's realm in Hades.

Actually, I just remembered that Baatezu and Tanar'ri will often come along and try to buy or steal the souls of non-believers whilst they're still hanging around in the fugue plane, waiting for Kelemvor's servants to come along and collect them.

I don't think it is for money; rather desperately evil souls would rather become fodder for the Blood War, giving them the chance of surviving and becoming a powerful fiend, as the alternative could be an afterlife of eternal torture.

Well, sunlight. Meaning, the worlds that have suns giving warmth and light are usually similar to Faerun in aspects of undead destroying and same for drow items. I'm not aware of any other light forms that destroy undead or drow equipment, except for spells ie. false dawn.

Probably the very nature of some of the Good aligned plains would cause damage to the undead.

And the drow weapons? Can I take them to outlands for example? (outlands have a "day" and "night" but no sun )

Being removed from the strange, magical radiation that exists in the Underdark eventually causes Drow items to disintegrate, not just the sun.
