I know this might sound like a dumb question, but I have wandered all around Restenford and I cannot find Pellatar! Do you have to do some exploring of other areas or quests before he shows up in town?

He's either at the palace or at his building in the middle of the town. It depends on a daytime I think.....

He told you before he left that he would either be at his house in town or at his tower in the castle. The castle tower is where you will find him at night and the town home is where he is during the day.
