As for Nahal, as far as I know he's nothing more than a name. There are other spells with his name though, such as Nahal's Nonsensical Nullifier. My guess is he's the most prominent of all wild mages, perhaps even the first wild mage.
Nahal the Incorrigible is an 11th level human wild mage from FR.

Heh, and then people forget to associate their name with the spell they created. Wasn't it Mordenkainen's Magic Missile at some point?
Magic Missile was originaly "General Matick's Missile". Matick was a General in the Netherese military several thousand years before Mordenkinen was born. Some say he created the spell himself, some say he had it commisioned.
There are several modifications to the magic missle spell. Mordenkainen's Force Missles is one of the more potent examples.

Speaking of mage-made spells, can anyone provide me with a better information source on the creation of new spells?
The official rules on the creation of spells are very subjective, and entirely up to DM ruling. It's all based off prior precident. I am not sure if 3E codified things a bit more, or not, but I suspect so.
Gygax actually Ran Greyhawk as his campaign. Many of the names - Otiluke, Mordenkainen, Bigby - were PCs from that campaign, who actually made up the spells - which were published first in the magazine, before seeing print in supplements or sourcebooks.

He did destroy some mage group who tried to bring forth the lost power of Netheril... the mages did have some minor artifacts and before they could find more and establish some power, Larloch destroyed them. But that's about all, he doesn't bother the Realms too often.Larloch is an FR character; he's an ultra-powerful Lich who lives a short distance north of Baldur's Gate. Though he's thoroughly evil and commands scores of undead followers, he generally seems to keep himself to himself.
Additionally, I believe he has a horde of minor and major artefacts, suspected to be one of the only survivors from the ancient empire of Netheril (accept the city of shade etc) and I believe that I read somewhere that Mystra allows him to still access some spells or powers from that period of magic.
