It isn't too hard to do items like you describe, but stuff like improved mantle plus spell trap or permanent improved alacrity just makes the game too easy. When there's no challenge to the game, people lose interest.

Everyone needs at least one insanely powerful weapon.. Mine was Labrys.. a sentient axe with a BAD additude.. it has long list of percentile based effects when attacking, and radomly does damage to the weilder because they "wont stop touching him". not to mention that it's soul stealing instant kill ability works both way.. can kill weilder or target..Most such crap-uber item ideas have been done many times over. Check any site that has items for download and you'll find a whack to choose from.
then again in the storyline it was made for it was the axe that cut vecna into his component parts.

First, grab a modding tool like DLTCEP.
My first suggestion is just to copy and paste the effect from the spell into an item, with just a minor change. Just open spwi613 (Improved Haste) in DLTCEP and go to the extended effects tab of the spell. You only need to copy the "haste" effect, though you could copy the others if you want to. click the "haste effect line and then hit the copy button on the right. Then, open your item and paste that effect into the equipped effects tab. All you need to change is the duration. Open the effect and change it to "While Worn". That should be it.
If you want to make the game interesting again, pop open creature files with the editor and see which items they have equipped. Some items will be on many creatures. Add improved haste to them as well.
