The two files that you need can be found on TheWizard's site:
http://iegmc.mirror.intermedia.com.sg/
One large file holds the tilesets (the area graphics). The smaller file that you need holds all the other mod files. Make sure you extract both under the SOA directory like any other Weidu-based mod.
There is also a readme located there if you want to know more about this mod.

Is there anywhere else to dl a copy? I have been trying to access the iegmc site for the past week or so like a zillion times and it keeps telling me my connection is refused. I have no idea why, and I don't see anyone else posting on it, so assume it's only me. 
I LOVED the L1 module and would love to play it with BG but... I can't get a copy! :bash:

Have you tried the http://www.blackwyrmlair.net/index.php site? That is another mirror. Look in the top of the BGT-BP forum for links to all the mirror sites. Hopefully one of them is responding.

Yes it is and have for some months now, you should be able to download anyway, speed will be somewhat slow.
download manager is recomend.

While I can get the page with the large list of mods at black wyrm, the link for the tutu main SoBH is dead.

1.9 for Tutu is just one package now. For BGT-BP, the package is 1.8 with 1.9 being a small patch.
