It seems that there's a small typo in refinements\hlab\bard\copy\luba2.2da (the Blade kit HLA table). At 2DA line 7 you have AP_SPCL918 while you probably want GA_SPCL918 as in the other lubaX.2das.
Basically, this treats the Alchemy HLA as a one time occurrence instead of making it available on the special ability menu for daily usage.
